John R. Marks, III, the longest serving Mayor in the history of the City of Tallahassee (2003-2014), practices law with his son John, IV at Marks and Marks, LLC. The firm focuses its practice on local inter-governmental relations as well as utility regulation, telecommunications and internet law. Marks served eight (8) years on the Florida Public Service Commission, two as its Chairman. He has been an adjunct professor at the Florida State University College of Law teaching utility regulatory law and is currently and adjunct professor at Florida A&M University teaching Mass Communication Law.
Marks is Founder and Chairman of the Board of the Jane and John Marks Foundation. The Foundation's focus is on internet, broadband and related technology and the impact and relationship to underexposed individuals and communities. The mission of the Foundation is to improve the lives of citizens through advocacy and outreach by recognizing a path to a creative society via sustainable economic growth and education, fueled by emerging technology.
Marks professional memberships include the American, National, Florida, Tallahassee Bar, the Tallahassee Barristers Associations as well as the American Law Institute, the ABA's Public Utilities Law Section and the Florida Bar's Local Government and Administrative Law Sections. He is past chairman of the Florida Bar's Public Utilities Law and the Equal Opportunities in the Profession Committees. He was named Super Lawyer (Utility Regulatory Law) by Florida Super Lawyers magazine (2006 and 2007). Among other recognitions, Marks was honored as one of FSU's 100 Distinguished Graduates, inducted in the FSU Alumni Circle of Gold, the FSU Presidents Club and the FAMU College of Education Gallery of Distinction.
Marks was elected Mayor in 2003 and re-elected in 2006 and 2010. He was a founder and the first president of the Florida League of Mayors (20052007) and served as the president of Florida League of Cities (FLC) (2009-2010). His community and public service includes the FLC Executive Committee and Municipal Investment Trust, the Tallahassee Economic Development Council, the
Tallahassee/Leon County Civic Center Authority, the Sunshine State Governmental Financing Commission, Tiger Bay, The Leroy Collins Institute and the Economic Club of Florida. He served on the Board of Trustees for the U.S. Conference of Mayors (USCM) and was Vice Chairman of the Transportation and Communications Committee. Marks has been recognized for his support of local businesses, veterans, senior citizens, youth empowerment and child literacy programs, and credited with the implementation of one of the nations more advanced Smart City technology programs. He is on the board of FBMC Benefits Management, Inc., an insurance brokerage and pension benefits management company.
A graduate of Class XX of Leadership Florida, he is a life member of the NAACP, the National Bar Association and Omega Psi Phi,Inc.Fraternity, and he is also a member of the Sigma Pi Phi Boule'. Marks received his B.S. degree in 1969 from the FSU School of Business and J.D. degree in 1972 from the FSU College of Law. Marks is a US Air Force veteran (Captain) and Judge Advocate. He is married to Jane A. Marks, a psychotherapist, local television consultant and certified Zumba instructor.
